Since the real estate crisis there has been large amount of foreclosed properties being sold in the market by the Banks and Unfortunate Home Owners. Most properties are sold   "as-is" which leaves the potential of large unexpected repairs and replacements that can cause the new owner more money, which they never anticipated in the least.  Learning as much about the condition of the property you are planning to buy and the need for any major repairs before you purchase it is just a smart way of protecting yourself and reducing the potential of problems in the future. Nothing could be worse than suddenly finding out that there are major defects with the property, after the papers are signed! The primary protection for the home buyer is to have a professional inspection before the purchase of the property. If the foreclosure process is complete and the property is bank owned the home usually will be vacant and most likely will not have all the utilities services turned on. Foreclosed property inspections need special attention to see that all the systems and components are properly functioning. Faucets need to be turned on, toilets need to be flushed, and possible water leaks need to be detected. Outlet and service panels need to be checked. Furnaces, stoves, and water heaters need to be inspected. It is recommended that before you schedule an inspection of the property be sure to try and have some or all the utilities turned on so that a proper inspection can be performed.
